The best way to do this is to take them out very often and praise them when they go to the bathroom. Scolding them when they make a mess in the house is important too. If you want to combine techniques, you can praise them a lot when they go outside and a little when they go on the paper. This will help them know you want them to go outside, but it is ok if they have to use the paper.
